NEW FACES

At the Portland Water District:

Ellen McCann Labbe of Portland has been hired as an environmental educator. She has five years of experience as an environmental educator, working with students and the public at the Seacoast Science Center, the Mount Washington Observatory and most recently the Wells Reserve at Laudholm.

Camilla Fecteau of Hiram also has been hired as an environmental educator. She has a master's degree in biology from the University of Southern Maine, and most recently studied alewives in Mill Brook with the Maine Department of Agriculture.

At the Regional Transportation Program in Portland:

Nicholas Rofe of Portland was named mobility programs manager. He has worked for a local surveying and engineering company and for nonprofit organizations.

Jim Coons of New Gloucester was named field supervisor and community liaison. He has worked in the human services field for over 20 years and also drove for RTP as a volunteer.

Kevin Broughton of Kennebunk has been appointed senior vice president of information technologies at FISC Solutions, a Maine-based outsourcing service provider. He brings to the company his experience in IT, security, operations and project management. His most recent position was at First Atlantic Commerce in Bermuda.

Jo-Anne Lucas has joined the staff of Crockett Interiors as a furniture and window fashions design consultant. She brings more than 20 years of experience in the industry, having worked with some of the top home furnishing companies.

Dr. Garrett Edwards, D.O. has been named the Osteopathic Manipulative Medicine department's clinical specialist at the University of New England College of Osteopathic Medicine. He is now seeing adult and pediatric patients at the office in Alfond on the university's Biddeford campus.

PROMOTIONS

Disability RMS, a reinsurance provider in Westbrook, has promoted the following individuals from managed disability analyst to senior managed disability analyst:

Geoffrey Heckman, Kimberley Kennie, Jason Gravel, Adam Rush, Nicole Benwell, Kim LaFlamme, Kim Napolitano, Heidi Tranchemontagne, Kayla McCubrey, Jen Sturgis, Ashley Stone and Shelley Lebreux.

Brooke Hallett of St. George has been promoted to branch manager at KeyBank's Rockland branch. She joined KeyBank in 1999 and most recently served as relationship manager.

AWARDS and RECOGNITION

Briggs Advertising, a marketing firm specializing in branding, Web design and online media, won a Silver Award in the packaging category for Cold River Blueberry Vodka at the 2009 Broderson Awards. The awards celebrate excellence in the Maine advertising industry and are organized by the Ad Club of Maine.

GENERAL

Holly B. Frost, a certified nurse midwife, has recently opened her practice at the renovated "Castle" in South Portland. She is a graduate of the University of New England nursing program and received her midwifery degree from Medical University of South Carolina.

The Finance Authority of Maine board of directors elected new officers at their annual meeting. Glenn Lamarr of Fort Kent will serve as chairman, Susan Snowde of Scarborough will serve as vice chairman and Cheri Walker of Portland will serve as treasurer.

Theodore Small, Daniel Murphy, Joel Shaw and Sarah Bradley Tracy have been elected shareholders of Bernstein Shur, one of northern New England's largest law firms. Small is a member of the firm's construction and litigation practice groups. Murphy is a trial lawyer and member of the firm's litigation practice group. Shaw is a member of the firm's law practice group and its securities and financial services industry practice group. Tracy is a member of the energy and environmental and litigation practice groups.
