Who has the right to set prices in your business?

The Wall Street Journal explains how manufacturers dictate minimum prices in retail stores. A court has ruled this to be legal but some retailers are lobbying Congress to make this illegal.
On one hand it seems to benefit the smaller stores. It puts a floor on how low their big box competitors can go. But if you can afford to lower prices on your merchandise, why shouldn't you be allowed to make that decision?
