A Challenge to our Web Experts...

Small business has embraced the internet as a wide open market over the past few years. Finally, the little guy had the same access to a global market the big guys did.
Congress is now seriously close to passing the dreaded internet sales tax law. On behalf of entrepreneurs everywhere I'm calling on the wonderful bloggers here at MaineBusiness.com to help us understand this tax and it's impact on small biz.
1) How will businesses track, collect and report on all the various state, county and municipal sales taxes being considered for inclusion in this legislation?
2) Are there any companies preparing a platform to help us with this?
3) Will PayPal and other gateways be prepared for a seemless transition?
4) How do you see this impacting small business on the web?
